本校資工系陳文村特聘講座教授，長期關注臺灣及全球性計算機科學教育，並且在各個層面推動計算機網路教育，獲得國際電機電子工程師協會計算機學會（IEEE Computer Society）肯定，頒發2011年「泰勒布斯教育獎」（Taylor L. Booth Education Award）。該獎項自1989年設立以來，陳教授為我國首位獲頒此項榮譽的學者。此殊榮更彰顯陳教授在資通訊學術研究與教育長期的貢獻，已在台灣及國際上產生重大影響，同時，也代表我國資通訊的成就受到國際高度重視。 1976 年3月，陳教授取得美國柏克萊加州大學博士學位後，即回國任教於國立清華大學。回國之初，台灣資訊通訊教育、產業尚在草創階段，他早期協助「資訊工業策進會」建立軟體工程研發能力，推廣軟體工程觀念至台灣軟體業者。1980年代初，陳教授開始著手計算機網路的教學與研究，於1982年設計出我國第一部資源共享區域網路，為當時不太寬裕的學術界節省不少公帑。 陳教授行政經驗豐富，曾擔任教育部科技顧問及顧問室主任共七年七個月。在教育部任內，規劃大學校園、校際網路、中小學資訊化，其中所規劃的大學校園、校際網路，後來發展為「台灣學術網路」，為台灣第一個網際網路(Internet)，而中小學資訊化則奠定我國中小學校園資訊應用普及化的基礎。另外，他也推動計算機系統、通訊、超大型積體電路(VLSI)設計等教育改進計畫。這些前瞻性的作為，對於台灣近二十年來網際網路之廣泛應用及大學、中小學資通訊教育普及化、為蓬勃發展的資通訊產業培育高素質的科技人才，都有重大的貢獻。 在學術上，陳教授表現卓越，曾獲教育部「學術獎」，獲選為「IEEE會士（Fellow）」、「傑出人才講座」，獲頒「IEEE技術成就獎」，兩度獲選為教育部「國家講座」，現為「終身榮譽國家講座」。此外，他亦曾擔任過本校「資訊工程研究所」所長，1994年創立清大「電腦與通訊科技研發中心」並擔任創始主任，1998年創立「電機資訊學院」並擔任首任院長，在清大建立起完整電機資訊教育體系，為資通訊產業培育高素質人才。在清大任教三十多年來，陳教授共指導26篇博士論文及132篇碩士論文，受其指導之學生多在資通訊學研界、產業界有優異的表現。 國際電機電子工程師協會係全世界最大的學術團體，共有39個專業學會，計算機學會會員約8萬5千人，為該協會會員最多的專業學會。泰勒布斯教育獎是該學會最高榮譽的教育獎、也是最重要的獎項之一，每年接受推薦並頒授給在計算機及資訊科學與工程教育有傑出貢獻的學者。陳教授將於今年五月二十五日在美國新墨西哥州阿爾布開克市(Albuquerque, New Mexico)舉行的頒授晚宴中接受公開表揚，並作受獎演講(acceptance speech)。

Professor Wen-Tsuen Chen is a Distinguished Chair in the Department of Computer Science at the National Tsing Hua University where he has served as department Chairman, college Dean, and the university President. He received his B.Sc. (1970) in nuclear engineering from the National Tsing Hua University, and his M.Sc. (1973) and Ph.D. (1976) in electrical engineering and computer sciences from the University of California at Berkeley.

Professor Chen joined the National Tsing Hua University in 1976 at a time when there were no ICT industries in Taiwan. He has since witnessed and contributed to its development to a powerhouse for ICT technologies and products in the world.

Professor Chen helped found the Department of Computer Science of the National Tsing Hua University and founded the College of Electrical Engineering and Computer Science of the university.  He has vastly expanded the capacity of the university in educating young talents for the ICT industries in Taiwan and worldwide.

From 1988 for four years, Professor Chen was a science and technology advisor to the Ministry of Education and helped establish the Taiwan Academic Network (TANet), the first Internet in Taiwan, which has served as the foundation for developing public as well as commercial Internets in next two decades in Taiwan.

From 1992 to 1996, Professor Chen served as Director of the Advisory Office of Ministry of Education. He helped improve the information infrastructure of K-12 schools and initiated the computer systems, communications, and VLSI design education programs that significantly improved research infrastructure and teaching programs in universities to cultivate talents for the expanding ICT industries in Taiwan.

Professor Chen was elected as IEEE Fellow in 1994 and received the Technical Achievement Award from the IEEE Computer Society for his research accomplishments in computer networking and parallel processing in 1999. He is a Lifelong National Chair of the Ministry of Education, Taiwan.
